Secretary of State Hillary Clinton said Monday that she will travel to the epicenter of Africa’s longest war Tuesday to try to help victims of more than a decade of regional conflict. Clinton will fly on a United Nations plane to Goma in eastern Democratic Republic of Congo because the U.S. plane for her seven-nation Africa trip is too big, she said.

Britain on Monday downgraded its international terror threat level from "severe" to "substantial." The notice was issued by The Joint Terrorism Analysis Center (JTAC), which operates independently of ministers. According to the British Home Office Web site, the change means that a terrorist threat remains a strong possibility and an attack might occur without further warning. JTAC assesses the threat from international terrorism by considering all relevant intelligence and information.
Brown defends UK fight in Afghanistan
British Prime Minister Gordon Brown has defended the UK’s involvement in the war in Afghanistan following the British Army’s bloodiest day of the near eight-year conflict. 2 Northern Ireland paramilitary groups disarm
The British government said Saturday was a "historic day" after two loyalist paramilitary groups announced they had completed the process of decommissioning their weapons. The Ulster Volunteer Force and Red Hand Commando made the announcement Saturday, the Northern Ireland Office (NIO) said. A third loyalist group, the Ulster Defense Association, announced it had begun the process of decommissioning, according to the NIO, which is the British government department responsible for Northern Ireland affairs

Policeman killed in car bomb blast in Spain’s Basque region
A car bomb exploded Friday morning in Spain’s northern Basque region, killing a person in the vehicle, officials said. The steel workers started striking last Thursday after one contractor axed 51 jobs while another employer on the same site was recruiting. The dispute has prompted a number of wildcat strikes at power stations and oil refineries around the United Kingdom.
