Charles marshal of Cincinnati, Ohio has been accused of public sexual misconduct with a Teddy bear……. for the fourth time.
Marshall was arrested last Wednesday after employees at a health clinic phoned law enforcement after they saw him masturbating with a child’s toy in an alley, according to the police report.
Charles Marshall has three previous arrests and convictions for charges involving he and the Teddy bear from. The charges vary from public indecency to disorderly conduct. No information has been given as to whether or not the same bear was involved in all of his arrests (or for that matter whether or not the bear was a willing participant or victim).
